There is a word “Yajiuma” in Japanese. This refers to the “Onlookers” who are drive solely by curiosity and not by any direct associations with what they are looking at.

I hate it with passion when Yaji-umas causes traffic jam in on-coming traffic at traffic accident sites. However, today, I was sort of one of them. This city-owned building seemed to be in trouble. Many fire trucks arrived and two ladders went up to the roof. I did not see any smoke. I only smelled some burning. Nothing was happening, really. Fire fighters were moving calmly and not very hastily. And I cannot say that I was not hoping for some more actions to happen any moment.
